The United Hampshire Realm has today been formally established, marking the beginning of the next stage of United Hampshire’s transition.

The establishment package includes the United Hampshire Realm (Transitional Establishment and Continuity) Act 2026 and the United Hampshire Realm (Structural Reform and Transitional Establishment) Regulations 2026.

Together, these instruments establish the United Hampshire Realm as the formal constitutional system of United Hampshire, supersede the former Hampshire Roleplay Community model as the constitutional basis of the community, and provide the legal and administrative basis for transitional implementation.

Existing HRC-era arrangements, including roles, records, services, channels, permissions, documents and assets, may continue only as predecessor arrangements where they are needed for continuity and are consistent with the Realm. These arrangements will now be reviewed and either transferred, preserved temporarily, replaced, archived or superseded.

The Realm recognises two distinct structures: the State Structure, which is United Hampshire’s own constitutional and governmental structure, and the United Kingdom Structure, which is the simulated UK territorial system operating within United Hampshire.

Following the establishment of the Realm, Chief Minister functions have been temporarily assumed for the limited purpose of coordinating immediate transition delivery. The office title is Chief Minister. The temporary nature of the current arrangement describes the capacity in which those functions are exercised and does not create a separate office titled Interim Chief Minister.

OfficerEethCoth121, Chief Minister of United Hampshire, acting in a temporary capacity, said:

“Today marks the point where United Hampshire moves from explanation into implementation.

“The Realm has now been formally established, the former HRC model has been superseded as the constitutional basis of United Hampshire, and the first delivery window has opened.

“Our task now is to preserve what is useful, replace what is outdated, and build the machinery needed for Government, Parliament, the Judiciary, the Civil Service, Membership, elections and services to function properly.

“Members have waited long enough to see practical progress. The next stage will be delivered through records, instruments, appointments, registers, guidance and readiness checks - not broad promises.”

The first establishment delivery window will run from 1 June to 8 June 2026. The aim is to complete or formally open the first practical establishment products by 8 June, while recognising that suitable appointments, welfare, staffing, records and continuity may affect delivery.

Shifts, services and elections will not automatically reopen or launch as a result of today’s establishment package. They will move forward through proper readiness checks, preparation and separate instruments.

Further information

The establishment package does not settle full Standing Orders of Parliament, election rules, Membership re-entry procedure, permanent departmental remits, full judicial procedure, service reopening plans, public event plans, appointment lists, training curriculum, detailed safeguarding procedures or financial rules.

Those matters require separate instruments, records, plans or later constitutional provision.

The purpose of today’s package is to formally establish the Realm and begin practical implementation.

Further updates will focus on specific delivery products, completed actions, remaining pauses and dated next steps.
