United Hampshire Government — List of Ministerial Responsibilities

This document lists ministerial offices and the responsibilities assigned to them across the United Hampshire Government.

Where one person holds more than one office, the offices remain distinct even when they are presented together for appointment purposes.

1. Attorney General’s Office

1.1 Attorney General

Status: Current — Vacant

Responsibilities include:

• Attorney General and Law Officer functions — Acts as senior Law Officer and chief legal adviser to Government; leads the Attorney General’s Office; superintends or oversees the Law Officers’ departments through the settled framework arrangements; supports lawful Government decision-making, legal risk, the rule of law and legislative scrutiny; and exercises any prosecution-consent or independent public-interest function only where competent legal authority confers and commences it.

1.2 Solicitor General

Status: Current — Vacant

Responsibilities include:

• Solicitor General and Law Officer functions — Supports the Attorney General as a Law Officer; provides Government legal assurance and legislative scrutiny; and may exercise Law Officer, prosecution-consent or public-interest functions only where the applicable law or competent constitutional arrangement authorises the Solicitor General to do so.

2. Cabinet Office

2.1 Chancellor of the Duchy of Evermere

Status: Current — Vacant

Responsibilities include:

• Duchy of Evermere — Responsible for Duchy of Evermere responsibilities, symbolic continuity, ceremonial or custodial functions placed through the Cabinet Office and culture, heritage or public-identity interfaces where required.

2.2 Chief Minister

Status: Current

Responsibilities include:

• Overall Government leadership — Leads the United Hampshire Government, chairs Cabinet, advises on ministerial appointments, directs the organisation of Government, leads Programme for Government delivery and maintains the confidence of Parliament.

2.3 Chief Secretary to the Chief Minister

Status: Current — Vacant

Responsibilities include:

• Chief Minister support and delivery grip — Supports the Chief Minister through centre-of-government priorities, cross-government implementation grip, Cabinet follow-up and delivery tracking.

2.4 Deputy Chief Minister

Status: Current — Vacant

Responsibilities include:

• Deputy Chief Minister functions — Supports the Chief Minister in the leadership of Government, cross-government delivery, Cabinet coordination, ministerial follow-up and continuity of central Government business as assigned by the Chief Minister.

2.5 First Lord of the Treasury

Status: Current

Responsibilities include:

• First Lord title — Holds the formal First Lord of the Treasury title linked to the Chief Minister’s position, without exercising ordinary Treasury finance functions through the Cabinet Office.

2.6 First Secretary of State

Status: Current — Vacant

Responsibilities include:

• First Secretary of State — Holds the formal office of First Secretary of State alongside the Secretary of State for Infrastructure, Communities and Local Government. The title does not create a separate department or duplicate the substantive MICLG portfolio.

2.7 Minister for Intergovernmental Standards

Status: Current — Vacant

Responsibilities include:

• Intergovernmental standards and relations — Responsible for relations between the United Hampshire Government, the governments of the constituent countries, strategic authorities and local government; intergovernmental engagement; devolution and territorial coordination; and the prevention and resolution of intergovernmental disputes.

2.8 Minister for the Civil Service

Responsibilities include:

• Civil Service — Responsible for Civil Service stewardship, Civil Service leadership, the Civil Service Code interface, capability, induction, impartiality and official support.

2.9 Minister for the Union

• Union and Realm cohesion — Responsible for Realm unity, intergovernmental cohesion, the England and Havenstead relationship, constitutional continuity and whole-Realm settlement coherence.

2.10 Minister for the Cabinet Office (Minister for the Constitution and Civic Union Relations)

Responsibilities include:

• Cabinet Office, constitution and Civic Union relations — Responsible for Cabinet Office departmental management, Government functions, public bodies, public appointments, official records, Civil Service support, constitutional coordination, Civic Union relations, machinery discipline and related cross-government constitutional work.

Responsibilities include:

• Paymaster General functions — Responsible for Cabinet Office corporate, implementation, propriety, delivery or cross-government functions assigned by the Chief Minister.

3. Department for Culture, Media and Recreation

3.1 Secretary of State for Culture, Media and Recreation

Responsibilities include:

• DCMR leadership — Leads DCMR and is responsible for culture, media, recreation, tourism, civil society, youth participation, museums, heritage and departmental sponsorship within the department’s central government remit.

3.2 Minister of State (Minister for Creative Industries, Media and Arts)

Responsibilities include:

• Creative industries, media and arts — Responsible for creative industries, media, arts, broadcasting-equivalent matters, public communications-sector interfaces and cultural production.

3.3 Parliamentary Under-Secretary of State (Minister for Museums and Heritage, and Lords Minister)

Responsibilities include:

• Museums, heritage and Lords support — Responsible for museums, heritage, cultural memory, historic assets and DCMR business in the House of Lords.

3.4 Parliamentary Under-Secretary of State (Minister for Recreation, Tourism, Civil Society and Youth)

Responsibilities include:

• Recreation, tourism, civil society and youth — Responsible for recreation, tourism-equivalent civic activity, civil society, youth participation, community activity and public-life events.

4. Department for Education

4.1 Secretary of State for Education

Responsibilities include:

• Education leadership — Leads the Department for Education and has overall responsibility for State Education; schools, colleges and the University of Brightmere; curriculum, qualifications and assessment; teaching and educator standards; SEND, alternative provision and safeguarding in education; District Education Authorities; DfE public bodies; and cross-government education relationships.

4.2 Minister of State for School Standards

Responsibilities include:

• School standards — Responsible for schools, school standards and improvement, school governance and accountability, curriculum delivery, teaching standards in schools, school assessment and completion, District Education Authority school functions, Ofsted matters, the Office of the Schools Adjudicator, Beacon Academy school resources and the narrow LocatED relationship where activated.

4.3 Minister of State for Skills

Responsibilities include:

• Department for Education responsibilities — The minister’s Department for Education responsibilities include: further education; higher education; University of Brightmere; Office for Students matters within DfE; apprenticeships education-side policy; college-linked skills routes; skills-related curriculum; qualification routes connected to skills; careers education; learning routes into work or public service; public-service readiness education; and transition from education into work or public-service routes.
• Department for Work and Skills responsibilities — The minister’s Department for Work and Skills responsibilities include: applied skills; Skills Havenstead sponsorship; skills intelligence; skills-needs analysis; occupational and role mapping; skills-to-role pathways; apprenticeships and apprenticeship-equivalent routes; training pathways; professional development; workforce capability; training, tutoring, probation and authorisation standards as workforce standards; service capability; labour-market-equivalent skills participation; and the DWS working relationship with DfE on education, qualifications, learning and training routes.

Responsibilities include:

• Foundation education — Responsible for foundation State Education, introductory learning, first-stage learner progression, Study School and Learning Hub entry routes, learning-readiness support, foundation curriculum, basic rights and duties education, foundation SEND and accessibility support and Beacon Academy foundation resources.

4.5 Parliamentary Under-Secretary of State for Learners and Young People

Responsibilities include:

• Learners and young people — Responsible for learners and young people in State Education, learner participation and voice, education access, vulnerable and disabled learners, SEND and alternative provision, safeguarding in education, Study School and Learning Hub participation, cross-government learner relationships and the DfE complaints and review route.

5. Department for Science, Innovation and Technology

5.1 Secretary of State for Science, Innovation and Technology

Responsibilities include:

• DSIT leadership — Leads DSIT and is responsible for science, innovation, technology, digital government, data, AI, online safety, digital identity, telecommunications and departmental sponsorship.

5.2 Minister of State (Minister for Digital Government and Data)

Responsibilities include:

• Digital government and data — Responsible for digital government, government data, data standards, digital transformation standards and cross-government digital delivery interfaces.

5.3 Minister of State for Science, Innovation and Research

• Digital economy — Responsible for digital economy policy, digital markets, digital business interface, telecommunications market interface and digital-sector growth.

6. Department for Work and Skills

6.1 Secretary of State for Work and Skills

Responsibilities include:

• DWS leadership — Leads the Department for Work and Skills and is responsible for overall departmental strategy, work and employment, employability, workforce participation, workforce standards and readiness, employment relations, workplace safety, disability within DWS competence, National Employment Service delivery, Skills Havenstead sponsorship, Acas and HSE sponsorship, supported participation, reasonable adjustments in work and the department’s Programme for Government responsibilities.

6.2 Minister of State — Minister for Disability

Responsibilities include:

• Disability, work access and workplace safety — Responsible for disability within DWS remit, disabled Members’ access to work, Access to Work-equivalent support, reasonable adjustments in work and public-service roles, supported participation, neurodiversity-aware workforce management, flexible or reduced-commitment participation, supported return-to-role, disability and work-access reform, workplace safety within DWS remit, HSE sponsorship and workplace health and safety interfaces with departments, services, public bodies, local authorities and recognised public-service participation routes. Holds cross-government disability responsibilities through Cabinet Office / OEO, including disability-related equality coordination, Disability Unit oversight and DWS-OEO interfaces on disabled people’s participation, reasonable adjustments and access issues.

6.3 Minister of State — Minister for Employment

Responsibilities include:

• Employment — Responsible for employment and workforce participation within DWS remit, including access to work as a participation route except where specifically allocated to the Minister for Disability, recruitment participation, retention, return-to-role, role matching, multiple-role participation, external commitments, public-service workforce participation, recognised voluntary/charity-sector participation, employment-related service routes and increasing active participation across UH public-service and recognised participation roles.

6.4 Minister of State — Minister for Lords

7. Department of Wellbeing and Civic Care

10. Interior Office

10.1 Secretary of State for the Interior Department

Responsibilities include:

• Interior leadership — The Secretary of State has overall responsibility for all Interior Office business, including: overarching responsibility for the departmental portfolio; oversight of the ministerial team; Interior Office business in Cabinet; membership of the National Security Council; responsibility for public appointments relating to the work of the department; and oversight of the Security Service.

10.2 Minister of State (Lords Minister)

Responsibilities include:

• Interior business in the House of Lords — The Lords Minister represents Interior Office business in the House of Lords. Responsibilities include: Interior legislation in the Lords; delegated legislation; parliamentary scrutiny; House of Lords questions and debates; policy work allocated by the Secretary of State; and support for cross-cutting departmental business.

10.3 Minister of State (Minister for Border Security)

Status: Current — Vacant

Responsibilities include:

• Border security — The Minister for Border Security is responsible for: border security; Border Force policy; Border Security Command; serious organised border threats; border operational readiness; entry-control security; and cross-agency border-security coordination.

10.4 Minister of State (Minister for Policing and Crime)

Responsibilities include:

• Policing and Crime — The Minister for Policing and Crime is responsible for: central policing policy; sponsorship of the National Police Service; the South Havenstead Police regional policing policy relationship; the SHCSA police-and-crime governance relationship; crime policy; serious and organised crime; public order; police powers; police standards; police workforce policy; professional practice; police complaints; police inspection; police accountability; and national policing capability.

10.6 Parliamentary Under-Secretary of State (Minister for Migration and Membership)

Responsibilities include:

• Migration and membership — The Minister for Migration and Membership is responsible for: immigration policy; visas; entry clearance; residence; settlement; membership-related status policy within Interior competence; the Immigration and Membership Service; United Hampshire Visas and Immigration; immigration review arrangements; status integrity; and passport and identity-policy relationships.

Responsibilities include:

• Safeguarding — The Minister for Safeguarding is responsible, within Interior competence, for: policing safeguarding; public protection; grooming; coercion; exploitation; serious harassment; threats; predatory conduct; disclosure and barring; safeguarding-related protective police measures; and cross-government work with the Department of Wellbeing and Civic Care.

Responsibilities include:

• Treasury leadership — Leads the LL Treasury and is responsible for economic policy, fiscal policy where applicable, Budget, public finance strategy, public-resource stewardship and Treasury accountability.

• Spending control — Responsible for public spending control, Spending Review, departmental expenditure limits, spending approvals, value for money, reserves and public-service affordability.
